Strengthening Emergency Shuttle Operations: Kaohsiung MRT Successfully Conducts Disaster Simulation Drill
[Kaohsiung News] On October 28, Kaohsiung Rapid Transit Corporation (KRTC) conducted its Q4 multi-disaster simulation drill for 2024 at the R17 World Games MRT Station. In response to a recent power system anomaly on the MRT Red Line, which led to a temporary suspension of passenger service on certain segments, the focus of this drill was on shuttle operations. According to the Kaohsiung City Transportation Bureau, nearly 100 personnel from related units were mobilized, coordinating communications and ensuring prompt arrival of shuttle services to evacuate passengers efficiently. This exercise drill served to strengthen the Kaohsiung MRT's emergency response capabilities for various unexpected incidents.
To ensure operational safety and enhance service standards, KRTC follows regulations set by the Mass Rapid Transit Act and its subordinate laws. In addition to continuous staff training and adherence to established procedures, KRTC conducts four major joint drills each year. These exercises involve coordination among internal units and various city government departments, providing opportunities to review, refine, and optimize emergency response protocols. The goal is to improve staff preparedness for emergencies and enhance inter-agency collaboration in crisis situations.
The Transportation Bureau highlighted that this quarter’s drill took place at R17 World Games MRT Station and simulated a scenario in which an operational disruption occurred along the MRT line due to foreign object intrusion, necessitating the activation of shuttle services. During the exercise, Kaohsiung MRT staff promptly followed established standard operating procedures to deploy shuttle buses, guiding and reassuring passengers while they awaited transportation. Emergency bus vouchers were distributed to enable passengers to transfer to city buses. Additionally, relevant shuttle service providers, such as tour buses and taxis, were quickly notified and dispatched to the site. The drill involved nearly 100 personnel, including the deployment of 2 taxis and 4 tour buses, and was deemed a resounding success.
The Transportation Bureau also facilitated discussions with related shuttle service associations, including tour bus, taxi, and rental car operators, to enhance the dispatching capabilities of shuttle vehicles. By leveraging insights gained from such drills and through continuous reviews and improvements, the Kaohsiung MRT aims to further enhance operational quality, attract more passengers through integrated multi-modal transportation services, and ensure the safety and convenience of all travelers.
