1.Implementation strategy by phase
2017-2018: Overall planning and feasibility survey of car parks.
2018-2021: Car park project construction
2021: Project closure and writing effectiveness reports.
2.Budget subsidization
Overall planning: full-amount subsidization under NT$20 million.
Feasibility survey: full-amount subsidization with a limit for each project, totally 8 projects. Maximum amount of subsidy: NT$800,000 for 200 or less parking spaces; NT$2 million for 201-300 parking spaces; and NT$2.5 million for 301 and more parking spaces.
Construction subsidy: the Directorate General of Highways (DGH) hires experts and scholars to prioritize project reviews by level. Projects of Kaohsiung City are at level 3, with 77% (77% of the non-self-liquidating portion only) to be completed by the Kaohsiung City Government (KHCG).
3.Contents of subsidy
Projects with smart parking and eco-design with green energy, gender-friendly design, park and ride benefits, exact assessment of parking supply and demand in parking subsidization, review of the turnover and revenue management plan of small car parks of under 200 parking spaces and paid on-street parking and no-parking zones without 200m radius from the car park.
Projects with overall planning for prioritized projects (first 8 projects).
Projects with the feasibility survey completed according to the implementation guidelines.
Projects to be constructed after June 30, 2017.
No subsidy for the building/improvement restoration.
Contracting shall be completed within one year after the issuance of the approval letter. A new review by the review board is required for failure to do so.
Monthly parking spaces shall be under 50%.
Follow-up and control of car parks not reaching the projected effectiveness at the supervision meeting on the activation of idle public facilities.
Establishment of 10% of parking spaces for electric scooters.
III.TBKC Countermeasures
Overall planning: required time of completion by the central government: December 31, 2018.
Feasibility survey
Batch 1 (4 projects): approved and completed on September 4, 2018.
Batch 2 (5 projects): approved and completed on August 13, 2019.
