Integrating Public Transportation Services across the Kaohsiung–Pingtung–Tainan Region

- On April 27, 2023, Kaohsiung became the first city nationwide to launch the MeNGo Kaohsiung Urban Area NT$399 Commuter Monthly Pass, followed by the expanded rollout of the MeNGo Southern Kaohsiung–Pingtung NT$999 Monthly Pass on July 1, 2023. In 2025, the periodic pass program was further expanded to Chiayi County and Chiayi City. These initiatives have significantly reduced the financial burden on commuters, promoted closer connectivity and development within the southern living sphere, and simultaneously supported energy conservation, carbon reduction, and the promotion of green lifestyles. Since the launch of TPASS in April 2023, monthly usage of commuter passes has increased from just over 10,000 to more than 100,000, representing approximately ninefold growth and contributing to increased overall ridership on the MRT and bus systems.
- MeNGo services are user-centric. Based on identified travel needs, convenient bundled pass options and acceptable pricing strategies are provided to the public. On the operator side, integrated mechanisms covering services, fares, and revenue clearing have been established through communication and coordination.
- The MeNGo system automatically calculates carbon reductions and provides relevant incentives based on members’ accumulated carbon reduction amounts, encouraging greater use of public transportation and promoting the development of sustainable, low-carbon transportation.
- Through the continuous planning of MeNGo upgrade initiatives, the program is being expanded to include intercity transportation services and more diversified bundled pass options, including monthly and quarterly passes. This will further diversify MeNGo services and provide a variety of pass combinations tailored to users’ needs. In addition, mobile phone-based contactless monthly pass functionality has been introduced, providing the public with a fully online pass purchasing service.
