Pedestrian Environment Signage and Pavement Marking Improvement Program

    Taking into account factors such as roadway width and the width of central medians separating fast and slow traffic, buffer measures—including physical barriers or pedestrian refuge facilities—have been planned and installed to enhance pedestrian safety when crossing intersections. From January to July 2025, pedestrian crosswalk markings were newly added or modified at 95 intersections, with appropriate setback distances and seamless connections to accessible routes. To further improve pedestrian safety, clarify crossing paths, and reduce illegal parking at intersections, overseas practices were referenced in the installation of intersection guardrails. Following planning by this Bureau in coordination with the Public Works Bureau, four relatively large intersections were newly equipped with such facilities in 2025, namely: the intersection of Jhonghua 4th Road and Wufu 3rd Road in Qianjin District; Wuncian Road and Sian Road in Niaosong District; Jiesi Road and Jhongjheng Road in Daliao District; and Fongding Road and Fongding Road (Provincial Highway 88) in Fongshan District, thereby improving orderliness of pedestrian and vehicular movements.

 

    In response to the needs of an aging society, pedestrian signal visibility has been enhanced. In the first half of 2025, pedestrian-exclusive signals were installed at 40 intersections. In addition, intersections near hospitals, commercial districts, and locations frequently accessed by older adults were reviewed for the installation of enlarged pedestrian-exclusive signals, with 90 intersections completed in the first half of 2025.
 

    To create a pedestrian-friendly walking environment, road sections where physical sidewalks are difficult to construct due to limited roadway width or drainage constraints were reviewed, and marked pedestrian walkways were installed at missing links to connect safe pedestrian corridors. In the first half of 2025, 15 marked pedestrian walkways were completed, including along Wunming Road (between Lanes 44 and 66) in Dashe District.
 

    To improve pedestrian right-of-way and provide safer protection for pedestrians crossing intersections, intersections with high pedestrian volumes or significant pedestrian–vehicle conflicts—such as those near major commercial areas, hospitals, large parks, and school commuting routes—were evaluated for the installation of pedestrian-exclusive signal phases and leading pedestrian intervals (see Figure 12). In the first half of 2025, pedestrian-exclusive signal phases were newly implemented at 18 intersections, and leading pedestrian intervals were added at 70 intersections.
