Prior to January 1, 2003, transportation management of the City was divided and assumed by Economic Affairs Bureau and Traffic Police Corps of Police Bureau. In consideration of vehicle number had been increasing drastically every year, major transportation projects such as metro rail and High Speed Rail had ?commenced one after the other, and Taipei City, another municipal city like Kaohsiung City, had already established Department of Transportation as early as March 1, 1988, the City indeed needed a dedicated agency to take the responsibilities of transportation planning, parking management, transportation business supervision, management of public buses, boats, and roads, improvement and maintenance of traffic related facilities, traffic incident adjudication, vehicle accident inspection and conclusion. On July 18, 2002, in the 4th meeting of the 12th temporary assembly, the fifth City Council approved the Bureau’s organization regulations, which was promulgated by Kaohsiung City Government with Ren-Yi No. 0910036151 Mandate on August 27, 2002. The Bureau was officially established on January 1, 2003.
In the beginning of establishment, the Bureau had organized Section 1, Section 2, Section 3, Section 4, Traffic Adjudication Division, Information Office, Secretariat Office, Personnel Office, Accounting Office, and Civil Service Ethics Office. In order to strengthen City government –run public parking facility management and operation planning, and further improve management and control of city-wide computerized traffic sign system, by the Ren-Yi No. 0930038503 Mandate from Kaohsiung City Government to amend the Bureau’s organization regulations and staff table, the Bureau added Parking Management Center and Traffic Control Center without expanding staff size.
It is our responsibility as well as mission to provide Kaohsiung Citizens a safe, reliable, high quality, and high efficiency traffic and transportation service. The Bureau is dedicated to coordinate efforts from concerned agencies to achieve the goals of “focusing on transportation vehicle integration and increase transportation efficiency”, “make good use of intelligent technology and enhance traffic convenience”, and “take good care of the rights of underprivileged groups and promote traffic safety”.
The Bureau and the Transportation Planning Division of the Tourism and Transportation Department of Kaohsiung City Government were consolidated and restructured as Kaohsiung County merged with Kaohsiung City on December 25, 2010. In addition, the Bureau took over the affairs of the Operation Supervision Division of the KMRT. After the restructuring, the organization set up the Transportation Planning Division, Parking Engineering Division, Transportation Management Division, Traffic Engineering Division, Transportation Supervision Division, Traffic Adjudication Center, Parking Management Center, Intelligent Transportation Center, Information Office, Secretariat Office, Personnel Office, Accounting Office, and Civil Service Ethics Office based on function.
On January 1, 2012, the Bureau took over the city bus and taxi affairs transferred from the Directorate General of Highways, MOTC, and traffic adjudication affairs originally supervised by Kaohsiung Motor Vehicles Office. Subsequently, it made amendments to parts of the articles of its organizational charter and its table of organization, as well as added the Transportation Facility Division, announced by Kaohsiung City Government with Gao-Shih-Fu-Ren-Li-Zih-Di No. 1013033440 Mandate on March 19, 2012. After the restructuring, the organization now comprises the following divisions: Transportation Planning Division, Parking Engineering Division, Transportation Management Division, Traffic Engineering Division, Transportation Supervision Division, Transportation Facility Division, Traffic Adjudication Center, Parking Management Center, Intelligent Transportation Center, Information Office, Secretariat Office, Personnel Office, Accounting Office, and Civil Service Ethics Office.
Subsequently, privatization of the City’s Bus Service Administration (dissolution of the agency) was enforced, effective on January1, 2014, for enhancement of the City’s traffic and transportation efficiency and in consideration of the City Government’s finance. The original duties of the Bus Service Administration were taken over by the Bureau. Accordingly, the Bureau’s regulations of organization and the organizational chart were amended, and the amendments were put into force on January 1, 2014 pursuant to the City Government’s decree Gao-Shih-Fu-Ren-Li-Zih-Di No. 10330015700 dated January 9, 2014.
It is both our duty and our mission to provide citizens of Kaohsiung City with safe, reliable, high-quality and efficient transportation services. The Bureau works devotedly to coordinate different departments that run at different paces to fulfill the goals of “integrating transportation facilities to boost transport efficiency”, “making good use of intelligent technology to improve traffic convenience”, and “taking care of the disadvantaged and promoting road safety”.
