The route of the “Kaohsiung Section of National Highway 7” runs southward from Nansing Road in Siaogang District across Provincial Highway 17 toward National Highway 10 via Linhai Industrial Park, Daping Special District, Daliao, Fengshan, Naiosong and Renwu. With a total length of 23km, the whole section is basically a flyover (overpass) with six exits linking local main roads. In addition, two interchanges are planned at Provincial Highway 88 and the Renwu Section of National Highway 10 to provide fast traffic transit between highways and expressways to achieve a complete highway and expressway networks.
The project feasibility survey was approved by the Executive Yuan in 2010, the resolution for the stage 2 environmental impact assessment (EIA) made by the EIA Board Meeting held on August 30, 2013 by the Environmental Protection Administration (EPA) and 22 meetings for defining the scope of stage 2 EIA were held by EPA between during October 2014 to December 2018. The Ministry of Transportation and Communications (MOTC) is implementing the stage 2 EIA and held one onsite inspection and three public hearings in October 2021 and the first draft of the EIA report was submitted to the EIA for review on August 3, 2021. After EIA approval, the project will be submitted to the Executive Yuan for approval before starting project design and land expropriation for initiation projected in 2025. The project will be completed in 2028.
The third and fourth container terminals of Kaohsiung Port will be relocated to the fifth, sixth and seventh terminals in 2023. The relocation is expected to increase the traffic around Nansing Road. To coordinate the preparatory work for National Highway 7, MOTC held the “Work Implementation and Coordination Meeting for Kaohsiung Intercontinental Container Terminal (ICT) Outbound Ground Access Improvement Project” on August 30, 2019. At the meeting, MOTC already instructed the Directorate General of Highways (DGH) to include the roadwork of the following three ground accesses in the planning and design for Forward-Looking Road Smoothing 2.0 and assess the expansion of Provincial Highway 29 in a separate project. These three ground accesses are: (A) linking Zongshan Road and Yuanhai Road with National Highway 1; (B) Nanxing Road-Yuanhai 3rd Road- Yuanhai 2nd Road-Zonggang Road-Dayeh North Road-Taiji Road-Port area roads (Guanghe Road and Nanya Road)-Sinsheng Elevated Road; and (C) Nansing Road-Yuanhai 3rd Road- Yuanhai 2nd Road-Beilin Road-Bosue Road-Yingkou Road-Gaofeng Road-Guobei Road-Provincial Highway 88.
KHCG has established 7 task forces to encourage the mutual communication and coordination among responsible entities to enhance project efficiency, ensure the accuracy and consistency of the communication, elaboration and externalization of related KHCG policies. In addition, communication mechanisms are established to make advance response and optimize such preparatory work as communication and elaboration.
