This project is one component of the “Comprehensive External Transportation Plan for the Qiaotou Science Park” (public construction project) promoted by the National Science and Technology Council. In addition to this project, the overall plan also includes the “Kaohsiung New Town Roads No. 1-1, 1-2, and 1-3 Crossing the Freeway Project” and the “Construction of Additional Ramps and Collector-Distributor Roads for National Freeway No. 1 Serving the Ciaotou Science Park”. The integrated plan has been reviewed and approved by the National Development Council, with completion scheduled between 2027 and 2029, with the objective of establishing a comprehensive initial road network for the Ciaotou Science Park.
The Provincial Highway No. 39 (Kaohsiung Section) Construction Project for the Roadway Beneath the Taiwan High Speed Rail has a total length of approximately 21 kilometers. The priority section (from County Highway No. 186 to Kaohsiung New Town Road No. 1-2) is approximately 1.4 kilometers in length. The estimated land acquisition and construction cost is approximately NTD 3.061 billion. Construction is being undertaken on behalf of the project by the New Construction Engineering Office, Public Works Bureau, Kaohsiung City Government. In conjunction with Kaohsiung New Town Road No. 1-2, this corridor will provide an eastern access route connecting the science park to the Gangshan Interchange, thereby achieving traffic diversion benefits.
The required urban planning amendment for this project was approved by the Ministry of the Interior on March 26, 2024. The Traffic Maintenance Plan and Roadway Configuration Report were also reviewed and approved by the Kaohsiung City Road Safety Committee, formally ratified on April 26, 2024. Construction officially commenced on February 19, 2025, with completion and opening to traffic scheduled for 2027.
