This project forms part of the National Science and Technology Council’s “Integrated External Transportation Plan for Ciaotou Science Park,” a public construction project. In addition to this project, the overall plan includes the “Freeway-Crossing Project for Kaohsiung New Town Roads 1-1, 1-2, and 1-3” and the “Project for the Addition of the Ciaotou Science Park Interchange and Collector-Distributor Roads on National Freeway No. 1.” The overall plan has been reviewed and approved by the National Development Council and is scheduled for completion between 2027 and 2029, with the objective of establishing a complete initial-stage road network for Ciaotou Science Park.
The Construction Project for the Kaohsiung Section of Provincial Highway 39 beneath the Taiwan High Speed Rail viaduct has a total length of approximately 21 kilometers. The priority section, extending approximately 1.4 kilometers from County Highway 186 to Kaohsiung New Town Road 1-2, has a combined land acquisition and construction budget of approximately NT$3.061 billion. Construction is being undertaken by the New Construction Office of the Public Works Bureau, Kaohsiung City Government, on behalf of the competent authority. Together with New Town Road 1-2, the project will provide an eastern access corridor connecting the science park to Gangshan Interchange, thereby facilitating traffic diversion.
The urban plan amendment for this project was reviewed and approved by the Ministry of the Interior on March 26, 2024. The traffic maintenance plan and roadway configuration report were subsequently reviewed and approved by the Kaohsiung City Government Traffic Safety Supervision Meeting and approved for record on April 26, 2024. Construction officially commenced on February 19, 2025. The section between Kaohsiung Route 34 and Ciaotou Science Park Road 1-2 has already been opened to traffic, while the entire priority section is scheduled to be completed and opened to traffic in 2027.
