The project is administered by the Freeway Bureau, Ministry of Transportation and Communications. The route has a total length of 23 kilometers and will be predominantly elevated. Starting from Nansing Road in Siaogang District, the alignment will run northward along the eastern foothills of Kaohsiung, passing through Linyuan, Siaogang, Daliao, Fongshan, Niaosong, and Renwu districts before connecting to National Freeway No. 10. A total of seven interchanges will be constructed along the route, including two system interchanges: Linhai Interchange, Dapingding Interchange, Siaogang Interchange, Daliao System Interchange, Fongliao Interchange, Niaosong Interchange, and Renwu System Interchange. The construction plan was approved by the Executive Yuan on March 23, 2023, and the project implementation plan was approved by the Ministry of Transportation and Communications on September 3, 2024. The project subsequently passed review by the Urban Planning Commission of the Ministry of the Interior on September 9, 2025. Land acquisition is expected to be completed by mid-2026, while the detailed design and roadway configuration review are currently underway. Construction is scheduled to commence in 2026, with completion targeted for 2030.
