The project is administered by the Freeway Bureau, Ministry of Transportation and Communications. The route has a total length of approximately 23 kilometers and is predominantly elevated, passing through a total of seven interchanges along the corridor. Starting from Nansing Road in Siaogang District, the alignment runs northward along the eastern foothills of Kaohsiung, traversing Linyuan, Siaogang, Daliao, Fongshan, Niaosong, and Renwu districts before connecting to National Freeway No. 10. A total of seven interchanges are planned, including two system interchanges, namely: Línhǎi Interchange, Dapingding Interchange, Siaogang Interchange, Daliao System Interchange, Fongliao Interchange, Niaosong Interchange, and Renwu System Interchange. The project passed review at the Environmental Impact Assessment Committee meeting in September 2022. The construction plan was approved by the Executive Yuan on March 23, 2023, and the project implementation plan was approved by the Ministry of Transportation and Communications on September 3, 2024. The urban plan amendment was approved on June 18, 2025. The Freeway Bureau is currently undertaking property appraisal and land acquisition operations. Construction is scheduled to commence in 2026, with completion targeted for 2030.
