The New Provincial Highway No. 17 development is divided into northern and southern sections. The northern section, extending from Dianchang Road, Ciaotou District to Demin Road, Nanzih District, was completed and opened to traffic in June 2022. The southern section, running from Demin Road through Zhonghai Road, Zuoying District to the intersection with Jieshou Road, has completed preliminary planning.
For the short-term works of the southern section, the mainline extends southward from Demin Road to Zhonghai Road, with a total length of approximately 1.8 kilometers and an urban plan right-of-way width of 40–50 meters. The roadway is planned to include two through lanes and one mixed-traffic lane in each direction, along with sidewalks (including bicycle lanes). In addition, the branch line from Zhonghai Road to Military Academy Road will be widened accordingly, with a length of approximately 590 meters and an urban plan right-of-way width of 45 meters.
For the long-term works of the southern section (from Demin Road to Nanmen Roundabout), the development will adopt a 30-meter right-of-way scheme instead of the originally planned 40 meters under the urban plan, so as to avoid demolition of the Spirit Fortress, Sihai House, Marine Atmosphere Hall, and Beiji Temple. Construction commenced on December 16, 2024, and is scheduled for completion by the end of 2026. Upon completion, the project is expected to significantly alleviate congestion on Yiqun Road, Lanchang Road, and Provincial Highway No. 17, and to improve north–south connectivity in the area.
