New Provincial Highway 17 is being developed in northern and southern sections. The northern section, extending from Dianchang Road in Ciaotou District to Demin Road in Nanzih District, was completed and opened to traffic in June 2022. Preliminary planning has been completed for the southern section, which will extend from Demin Road via Jhonghai Road in Zuoying District to the Jieshou Road intersection. Under the short-term construction plan for the southern section, the mainline will extend approximately 1.8 kilometers from Demin Road in the north to Jhonghai Road in the south, with a planned right-of-way width of 40–50 meters. It will provide two fast-traffic lanes, one slow-traffic lane, and a sidewalk incorporating a bikeway in each direction. The approximately 590-meter branch section between Jhonghai Road and Jyunsiao Road will also be widened to a planned right-of-way width of 45 meters. Under the long-term plan for the southern section from Demin Road to Nanmen Roundabout, the originally planned 40-meter right-of-way has been revised to a 30-meter alternative to preserve the Military Spirit Monument, Sihai House, the Oceanographic and Meteorological Museum, and Beijidian Temple. Construction commenced on December 16, 2024, and is scheduled for completion by the end of 2027. Upon completion, the project will help alleviate congestion along north–south corridors such as Yicyun Road, Lanchang Road, and Provincial Highway 17.
