Construction of the Aozihdi “Parking Lot No. 35” public-private partnerships in infrastructure (BOT) project has officially entered the final completion stage. On the afternoon of the 21st, Kaohsiung Deputy Mayor Charles Lin visited the site together with representatives from the Transportation Bureau of Kaohsiung City Government, Civil Affairs Bureau, Kaohsiung City Government, Gushan District Household Registration Office, Kaohsiung City Police Department’s Traffic Police Corps, Bureau of Cultural Affairs, Kaohsiung City Government, and Kaohsiung Public Library. With construction now nearing completion, the parking facility is scheduled to open in November 2026, providing residents of northern Kaohsiung with more convenient transportation services.
Deputy Mayor Lin stated that Aozihdi is an important urban core in northern Kaohsiung, characterized by vibrant commercial activity, high population density, and consistently strong parking demand. To expand the supply of public parking while reducing the City Government’s financial burden, the City Government adopted the BOT model to introduce private-sector resources and operational expertise. Dahao Life Co., Ltd. (WE&WIN Group) has invested more than NT$3 billion in construction to develop a mixed-use public facility integrating parking, administrative, and cultural services.
Deputy Mayor Lin further noted that since construction commenced in January 2021, the project has faced multiple challenges, including labor and material shortages in the construction industry as well as design refinements. Through close coordination between the City Government and the private-sector partner, and with construction quality maintained as the top priority, the project has proceeded steadily. The development is expected to obtain its occupancy permit in September 2026 and will provide 600 small car parking spaces, 1,100 scooter parking spaces, and 40 bicycle parking spaces. Electric vehicle charging stations will also be installed to provide more convenient charging services for EV users. Once operational, the facility is expected to effectively alleviate parking demand in the Aozihdi area while supporting surrounding commercial activity and enhancing overall neighborhood amenities.
In addition to its parking functions, another key feature of the mixed-use development is the integration of diverse administrative and cultural spaces. The Gushan District Household Registration Office, Kaohsiung City Police Department’s Traffic Police Corps, Kaohsiung Public Library etc. will be housed within the complex. Residents will therefore be able to access household registration and traffic-related services as well as library and other cultural facilities locally, without having to travel into central Kaohsiung. The development will serve as a new mixed-use landmark integrating transportation, convenient public services, and diverse administrative functions.
