Protecting Pedestrian Rights: Installation of Parking-Protected Painted Sidewalks on Lane 302, Dachang 1st Road

The Transportation Bureau has recently completed the installation of a “parking-protected painted sidewalk” on Lane 302, Dachang 1st Road in Sanmin District. Located near E-Da Dachang Hospital, this facility provides a more pedestrian-friendly walking environment and has been well received by hospital visitors and local residents.

 

E-Da Dachang Hospital is a major medical hub in the city center, attracting a high volume of patients and pick-up/drop-off vehicles on a daily basis. The adjacent Lane 302, situated on the northern side of the hospital, has uneven lane widths on both sides. Some segments are overly wide, lacking dedicated pedestrian infrastructure, and resulting in excessive vehicle speeds—raising safety concerns for nearby residents and pedestrians.

 

In response to feedback from local residents and the village chief, the Transportation Bureau held multiple on-site inspections and consultations with community representatives. The solution adopted was the implementation of a “parking-protected painted sidewalk.” This approach repositions existing parking spaces inward toward the traffic lane, thereby clearly delineating the pedestrian walkway, parking lane, and driving lane. The result is a safe pedestrian corridor leading to the hospital, while also helping to reduce vehicle speeds and improve overall traffic safety.

 

Additionally, the Bureau implemented corner bulb-outs to shorten pedestrian crossing distances, and narrowed vehicle lanes to reduce the chance of cars and motorcycles traveling side-by-side—thereby achieving effective speed control. This people-oriented design transforms a previously sidewalk-less street into a safer and more pedestrian-friendly environment, fulfilling the threefold goal of “pedestrian-vehicle separation, traffic calming, and pedestrian safety.”

 

The Transportation Bureau emphasized that it will continue monitoring pedestrian and vehicle usage along this corridor following the completion of the painted sidewalk markings. Depending on future conditions, the scope of this project may be expanded or extended. In recent years, the Bureau has installed a total of 117 painted sidewalks across the city, receiving widespread approval from pedestrians. Until permanent sidewalks can be constructed, painted sidewalks serve as dedicated pedestrian zones. Motorists are reminded not to park illegally in these areas and to obey traffic signals—always yielding to pedestrians at crossings. The public is encouraged to work together to foster a safe and friendly pedestrian-centered transportation environment.
