Meanwhile, the monthly minimum wage increased from NT$20,008 in 2015 to NT$29,500 in 2026, representing an increase of approximately 50%. Bus operating costs have also risen significantly. As fares have remained unchanged for a long period, urban bus revenues have been insufficient and operating losses have gradually expanded year by year. In addition, with the recovery of ridership and passenger demand after the pandemic, bus operators have long faced challenges such as driver shortages and workforce aging, which have affected the expansion of routes and service frequency. These factors have become major operational challenges for urban bus services. Recently, the Kaohsiung City Government Transportation Bureau and Public Works Bureau have collaborated not only to resurface major urban arterials with new asphalt, but also to seize the opportunity to comprehensively “reorganize roadway logic,” implementing systematic adjustments from lane configuration to pedestrian safety.This round of pavement milling and resurfacing works on major arterial roads, including Jhongshan Road, Jhonghua Road, Jiouru Road, and Meishu East 2nd Road, is scheduled to be completed in phases by the end of Year 114 (2025). Taking corridors such as Jhonghua 3rd Road and Jhongshan 2nd Road as examples, auxiliary left-turn lanes are added through a “lane slimming” approach, accommodating left-turning vehicles within dedicated areas while allowing through traffic to proceed smoothly in continuous lanes. This enables traffic flows to be properly separated according to their respective movements and better aligns with modern traffic operations principles.The second focus is to set crosswalks back by one step, advancing pedestrian safety by one step. By moderately setting back crosswalk locations and adjusting the angle of ladder-style markings, drivers are able to directly see pedestrians before entering intersections. These seemingly subtle positional shifts and marking adjustments can significantly reduce blind-spot risks when vehicles are turning. In addition, with the provision of protected left-turn signal phases, pedestrian crossing time is separated from left-turn traffic through temporal segregation, further reducing conflicts between vehicles and pedestrians.This initiative goes beyond simple road resurfacing; it represents a comprehensive upgrade encompassing pavement markings, roadway geometry, and traffic flow logic. The City Government also extends its appreciation to citizens for their understanding and cooperation during construction. To proactively address this trend, the Kaohsiung City Government has convened a cross-departmental traffic accident prevention meeting chaired by the Deputy Secretary-General. Focusing on senior citizens, pedestrians, and high-risk traffic violations, the City has launched intensified accident prevention measures. A total of 12 municipal agencies, including the Transportation Bureau, Police Department, and Public Works Bureau, have been coordinated to comprehensively accelerate implementation under three key strategies—engineering improvements, education and outreach, and targeted enforcement—with the objective of reducing accident risks during this period.In terms of engineering measures, the Transportation Bureau and the Public Works Bureau continue to advance safety improvements at intersections and road segments. This year, works have been completed at 55 locations with dedicated left-turn lanes, 31 marked sidewalk installations, 1 speed table, 27 setback pedestrian crossings, and 25 pedestrian-exclusive signal phases. In addition, community-based mini roundabouts with pavement markings and sidewalk improvements totaling 6 kilometers have been completed. Furthermore, in response to a higher incidence of nighttime pedestrian accidents, lighting improvements have been carried out along 28 road segments. By reducing vehicle speeds and enhancing visibility, these measures aim to create a safer and more pedestrian-friendly walking environment.With respect to public outreach, as accidents involving senior citizens most frequently occur during early morning and nighttime hours and are commonly concentrated around parks, schools, and unsignalized intersections, the Civil Affairs Bureau, Education Bureau, Social Affairs Bureau, and district offices have strengthened traffic safety promotion efforts at these locations. Through the use of accident videos and graphic materials, continuous outreach is being conducted at neighborhood activity centers, campuses, health centers, and senior gathering spots to reinforce key concepts such as “vehicles must yield to pedestrians” and “pedestrians should use zebra crossings.” These close-to-community approaches are intended to further enhance public awareness of traffic safety.On the enforcement front, the Police Department will intensify enforcement actions targeting four major high-risk violations: running red lights, speeding, failure to yield to pedestrians, and drunk driving. Police visibility will be increased in accident-prone areas as well as during early morning and nighttime periods to effectively deter high-risk behaviors. The City Government has also strengthened enforcement against motorcycle violations involving the improper occupation of pedestrian spaces, with close coordination between police and transportation authorities to correct unsafe road-use practices.Finally, the Transportation Bureau reminds the public that year-end banquets and social gatherings are approaching. Those who consume alcohol are strongly urged to use public transportation or designated driver services and to never drive under the influence, in order to avoid endangering themselves and others. The locations include the intersections of Heping/Wufu, Heping/Tongcing, Heping/National Kaohsiung Normal University Main Entrance, and Heping/Linde.The Transportation Bureau stated that the four newly installed intersections represent the City’s first corridor-wide application of a proactive broadcasting system, which differs from traditional push-button-activated audible signals. Under this design, the system automatically emits audible cues during the pedestrian-crossing phase, enabling persons with visual impairments to receive directional guidance without the need to physically activate a device. In addition, the system allows for time-based volume adjustment, increasing sound levels during daytime peak-noise periods and automatically lowering the volume at night to balance pedestrian safety with the living environment of nearby residents.This installation adopts wireless pedestrian signal transmission modules, effectively preventing the need for conventional road excavation or additional pole installation. Notably, the intersections at Heping/Tongcing and Heping/Linde are the first in the City to introduce a “cricket-chirp” audible tone for the pedestrian-exclusive phase. This provides an alternative to existing audible cues such as the cuckoo sound (indicating north-south crossings) and bird-chirping sound (indicating east-west crossings), offering clearer orientation and enhancing crossing safety and convenience for persons with visual impairments.The Transportation Bureau noted that this installation corridor is adjacent to key facilities including MRT stations, the Cultural Center, Wufu Junior High School, and National Kaohsiung Normal University.
