From January to the end of December 2011, the Road Traffic Safety Supervisory Committee of the city government and the Comprehensive Evaluation Task Force convened 12 and 27 examination meetings, respectively, and examined a total of 142 traffic maintenance plans.  Meanwhile, both units carried out 50 on-site inspections, with an aim of lessening the impact imposed on the traffic by roadwork and securing the safety of road users. On March 21, 2012 a reporter who writes travel stories in China Times had an interview on the “Sightseeing Cruise—On-board Feast” feast boat, introducing this unique and brand-new harbor sightseeing route. On March 17, 2012, Mr. Syu Zetian, an associate professor of National Cheng Kung University, married his German wife Elisabeth and held a harbor sightseeing wedding party for all the relatives and friends in Taiwan or from abroad to enjoy the sightseeing at the Kaohsiung Harbor as well as the wedding happiness. On the International Women’s Day on March 8, 2012, female passengers enjoyed a 50% discount when taking the harbor sightseeing cruise with the solar-powered boat.  Female passengers, therefore, could experience the energy-saving, carbon-reduction, smooth and comfortable solar-power cruise. The “Sightseeing Cruise—On-board Feast” 20% Discount for Female Passengers on International Women’s Day program launched on March 7– 9, 2012 attracted many female passengers coming with friends. On March 9, 2012 Mr. Huang Heping, one of the national policy advisors of the Office of President as well as the director of Kaohsiung Chamber of Commerce, led the board members of four organizations, such as the Kaohsiung Chamber of Commerce and Kaohsiung Council for Commercial and Industrial Research and Development to take a harbor sightseeing cruise at the Kaohsiung Harbor. On February 19, 2012 this romantic Mr. Ou rented a Love Boat and proposed to his longtime girlfriend on the boat.  He also had his relatives and friends hold posters written with words “marry me” on the riverbank of Love River.  The process was warm and touching and finally the girl said yes. On February 16, 2012 the CSO Workshop And Certificate Giving Ceremony was organized for the first time in southern Taiwan.  It is the first such activity organized on a harbor sightseeing boat; the activity participants can appreciate the beautiful scenery of Kaohsiung Harbor. During the Valentine’s week of February 13 – 17, 2012, the romantic “Sightseeing Cruise—On-board Feast” harbor sightseeing cruise was launched with gifts of chocolates, roses and Love Boat tickets given to passengers. On January 28– February 6, 2012 the harbor sightseeing cruise for the Lantern Festival fireworks show was launched.  Appreciating the amazing fireworks show on the sea became the hottest leisure activity during the festival. On January 23 – 29, 2012 every sailing of the harbor sightseeing cruise “Sightseeing Cruise—On-board Feast” was fully booked, offering tourists an opportunity to appreciate the winter beauty of Kaohsiung. On January 17, 2012 the press conference of “Chinese New Year Cruise Operation and Second-generation Solar-powered Boat Building Project” was held to provide the cruise timetable for the Chinese New Year holidays and information on the design and building of the second-generation solar-powered boats. On January 3, 2012, the Port of Kaohsiung, Taiwan International Ports Corporation, Ltd. sponsored the filming of the movie “Love Clue” by Taiwan Nioujiao Film Production Company by providing riverboats, with the aim of marketing the beauty of the ocean city Kaohsiung. The Bureau and Kaohsiung Rapid Transit Corp. introduced a super-value ticket package “Cijin Bicycle Happy Tour”.  With this ticket package, backpackers in Taiwan or from abroad can travel around Cijin District by MRT, ferry and bicycle. The pre-sale tickets of harbor sightseeing cruise for 2012 new year countdown fireworks were sold out right after the ticket sales started.  This harbor sightseeing cruise offers service such as tour guide and music band performance, and more importantly, was accompanied with fireworks. On April 2, 2012 the new bus route O9 “MRT Weiwuying Station-Linyuan District Office” was opened up. On November 1, 2011 the new bus routes R70 “MRT Ciaotou Station-Tianliao District Office” and R71 “MRT Ciaotou Station-Jiading District Office” were launched while the running of R72 “MRT Ciaotou Station-Yongan District Office” and O8 “Jianjyun Stop-Army Infantry School” was postponed. On July 1, 2011 the new bus route O7 “Jianjyun Stop (MRT Weiwuying Station)-Jioutieciao Wetland Park” and R8 “Siaogang Stop-Daliao District Office” started service. On February 1, 2011 Kaohsiung City Bus Service Administration newly launched the bus route R60 and R72 running to and from Dashe District, Renwu District, Mituo District and Zihguan District, and so on, to cope with the needs arising from the merger of the Kaohsiung City and Kaohsiung County. Kaohsiung City Bus Service Administration undertook the “2011 Solar-Powered, Cylinder-Shaped Smart Bus Stop Procurement” in 2011 and factory acceptance test was carried out in March for inspecting the quality of the finished bus stop poles. Kaohsiung City Bus Service Administration established 40 bus shelters in 2011 for the purpose of providing passengers with good waiting areas. In 2010, the Bureau organized the “Student Creativity Contest on Bus Shelter Decoration” and the winning work was integrated into the bus shelter of “Central Park” stop on Jhonghua Road in February 2012. The trial sailing of “Sightseeing Cruise—On-board Feast”, a harbor sightseeing cruise in the dining boat, started on April 18, 2011.  By December 31, 2011 the number of passengers having taken this cruise reached 22,000, with an average boat occupancy rate of 85%. The production of five “second-generation solar-powered boats” is on the way.  The new boats will have a more efficient solar photonic system and a cosmetic design incorporating the river port image.  The production is scheduled to be finished in May 2012. Transfer information was completely renewed in all MRT stations and discount ticket programs, such as a 50% discount on transfer and Happiness Card, were launched.  In 2011, over 85% of passengers were satisfied with MRT service, and transport volume increased by 8% in comparison with 2010. The number of runs of 24 shuttle buses was adjusted for the purpose of reaching the goal of “high frequency, rapidity and punctuality”.  The operating performance ratio (passengers per kilometer) has increased by 32% on average and 100% at maximum; the average on-time performance was also increased from 79% to 85%. The “MRT and City Bus Transfer Discount” program continues till June 30, 2012.  Passengers with iPass enjoy a 50% discount on one-section bus fare if they transfer from MRT to the city bus and vice versa within two hours. Dachang Public Parking Lot:  This parking lot, located at the back of No. 60, Jhongyi 2nd Lane, Nanzih District, is built on land reserved for the use of parking, under the management of the Bureau.  It provides 13 parking spaces for small-sized vehicles in the hope of improving the urban landscape and providing the public with a convenient and comfortable parking space. Kezailiao Fishing Port Parking Lot: Next to Kezailiao Fishing Port in Zihguan District, this parking lot is built on land reserved for the use of parking, under the management of the Bureau.  It provides 94 parking spaces for small-sized vehicles and 72 for motorcycles, in the hope of satisfying the great parking demand due to seafood purchases on holidays. Expansion of Cianfong Public Parking Lot:  Located at the intersection of Mingchuan Road and Neiwei Road in Gushan District, the Cianfong Public Parking Lot expansion project was carried out in a way that the Bureau and the National Property Administration under land administration authority, expanded the scope of usable land to add 15 more parking spaces, for the purpose of making good and effective use of public land. Fongshan Station Transit Center— This transit center, located to the northwest of MRT Dadong Station in Fongshan District, is built with two bus docking spaces with a membrane constructed bus shelter, ITS dynamic bus information system, solar-powered facilities and a cooling spray system, with the aims of providing passengers with transit service and a quality waiting area.  This construction is expected to be completed at the end of 2012. The real-time mobile online inquiry system for Cimei ITS Corridor was completed to offer real-time information on replacement routes between Cishan District and Meinong District, and also to improve transportation efficiency. Traffic Status Signs (TSS) were installed to improve the supply of information on traffic flow and replacement routes, helping road users to recognize the traffic condition and choose appropriate routes. 434 major intersections on the main arterial roads in Fongshan District, Gangshan District and Cishan District were included in the online traffic management and control system to effectively improve the traffic light performance. At the presentation of “Municipal Achievements after City-County Unification—ITS Integration and Establishment” on December 29, 2011, the Mayor was invited to give a speech and start the ITS, an event showing the city government’s achievements in establishing a quality traffic infrastructure. The scope of the traffic control system in the greater Kaohsiung was expanded and more traffic management facilities were installed.  An online traffic management and control system was installed at the major intersections in Fongshan District, Gangshan District and Cishan District, and the Cimei ITS Corridor was established.  2,209 intersections were included in the monitoring system of the Intelligent Transportation Center. The “Arterial Road Retiming and Traveling Time System Program for Dajhong Road and Chengguan Road” was completed.  The total time of delay, therefore, was reduced by 17.4%, the total number of stop-and-wait times was reduced by 5.9%, the total traveling time decreased by 10.3% and the average traveling speed increased by 10.4%. The “Energy Saving Project for Traffic Light Replacement with LED Traffic Signals in Kaohsiung City” was implemented.  All the traffic lights in the districts of former Kaohsiung County have been replaced with LED traffic signals to reduce carbon emission. With the aim of improving the parking condition and maintaining smooth traffic in the city, more impound tow service was implemented in 2011 on roads on which parking violations were found frequently.  74,806 cars and 79,233 motorcycles which violated parking rules were towed in the same year. An impound tow service evaluation for the four impound lots in the city was carried out in 2011 based on three indicators: towing enforcement, towed vehicle storage management and towing operation management.  The result of the evaluation showed that Cueihua Impound Lot had the best performance.  The Bureau will continue this evaluation to improve the quality of impound tow service in the city. The Bureau offers handicapped people a parking discount for parking in the public parking lots in Kaohsiung.  By 2011, a total of 50,161 handicapped people, including 39,395 handicapped residents in Kaohsiung and 10,766 handicapped people from other cities, applied for this discount. The Bureau provides the public with a variety of ways to pay parking tickets.  Now the parking ticket can be paid in the convenience stores of four major brands, which also offer services such as fee inquiry, parking ticket print-out and timely parking payment write-off.  In 2011, the parking tickets paid in convenience stores amounted to NT$ 526.55 million. The Bureau has offered an SMS service to remind vehicle users to pay parking tickets, in the hope of solving problems such as vehicle users losing their parking ticket or forgetting to pay the ticket.  By the end of December 2011, 15,916 vehicle users applied for this service and an average of 4,835 SMS texts were sent out every month. To take care of the disadvantaged citizens, the Bureau hired 95 contract roadside service attendants to issue roadside parking tickets in February 2011.  This contract task lasted for 11 months and the roadside parking fee according to the parking ticket issued amounted to NT$199.17 million, increasing the income for the city government treasury. To improve the parking service of Yancheng Public Parking Lot for the handicapped, elevators are installed with barrier-free facilities (such as the photoelectric device at the elevator entrance, braille boards for the visually disabled and buttons dedicated for the handicapped). To improve the parking service of the parking lot in Mincyuan Elementary School, both the hardware and software of the vehicle license plate recognition system were enhanced.  The vehicle control efficiency and security of this parking lot are also expected to increase. The computerized fee collection system of the parking lot in Kaohsiung Museum of Fine Arts was improved and 117 parking spaces on B1 opened for the public for the purpose of improving the parking service in Kaohsiung Museum of Fine Arts. In 2011, 6,323 roadside parking spaces for cars and 5,307 for motorcycles were added to increase the parking supply in the city. To secure the pedestrian and bicycle’s safe traveling space on pedestrian/bicycle shared tracks, the tracks are segmented with marking to guide and show the pedestrian and bicycle’s road rights.  The Bureau has marked on-ground signs to show the pedestrian and bicycle’s moving course on the tracks on roads such as Jhongjheng Road, with the aim of providing pedestrians and bicyclists with a safe and comfortable traveling environment. The Bureau has installed a new type of bicycle signals (integrated with pedestrian signals), color marking for bicycle crossing, and guiding signs for bicycles at the intersections/road sections of Mincyuan Road and Jhongshan Road, etc. to provide bicyclists with a safe traveling environment. The Bureau has improved the road condition of 60 accident-prone roads/intersections such as Shennong Road Section in Niaosong District, Sihwei Road Section in Lingya District, Jhonghua Bridge in Gushan District, Nanjing Road in Fongshan District, etc.  The Bureau will continue this improvement task to enhance safety of road users. In 2011, the Bureau completed thermoplastic road marking of 47,286 square meters and ordinary marking of 63,690 square meters on various roads, intersections and lanes such as Lane 2, Sinsheng Road and Lane 9, Huanciou Road in Lujhu District to effectively control vehicles’ lines of motion. In 2011, the Bureau completed the new installation and replacement of reflective mirrors on 909 locations such as Dasyue 10th Street/Dasyue 17th Street intersection in Nanzih District and also installed traffic signs at 1,335 locations for the purpose of securing safety and smoothness of traffic. In 2011, the Bureau installed new traffic signals at 75 locations such as Renai Road in Jiading District (Bilian Temple), Sanduo Road in Lingya District (Weiwuying Cultural Center) and so on, and also installed vehicle countdown timers and pedestrian countdown timers at 12 arterial signal intersections. As soon as they started running on November 1, 2011, Cishan-Meinong National Expressway bus rapid transit, Cishan-Meinong tour buses and Cishan-Neimen tour buses received lots of positive feedback from the public.  Therefore, on February 7, 2012 a transfer discount program was launched to encourage the public to take the bus. With the subsidy of “Public Transportation and Highway Development Plan of the Ministry of Transportation and Communications”, the Bureau bought 167 new buses (including 11 electric city buses, 78 low-floor buses, 50 large-sized buses and 28 middle-sized buses) in the hope of greatly improving bus service in the city. In 2011, bus routes R58, R60, R72, O7, R8, R9, R70, R71 and Cishan-Meinong National Expressway bus rapid transit were opened up.  Now shuttle bus routes operate throughout 31 districts of Kaohsiung, with a penetration rate of 81.6% in Kaohsiung. Based on the concepts of “energy saving, carbon reduction and fitness keeping”, the Bureau launched a campaign of traveling by green transportation means, and therefore installed bicycle parking racks in proper places near MRT stations and shopping districts.  844 bicycle parking racks were installed in 2011 to satisfy the parking needs of bicycle riders. With the participation of the private sector, the Bureau helped to build privately owned off-street parking lots to solve urban parking problems.  With the help of the Bureau, 37 private off-street parking lots received the parking lot registration certificate and were approved to open in 2011.  As a result, 247 parking spaces for large-sized vehicles, 1,747 for small-sized vehicles and 46 for motorcycles were added. Heping Road Section Parking Lot under the viaduct of National Freeway No. 10: Built on the idle land at the intersection of Heping 1st Road and Jhongshan Road in Dashe District under the viaduct of National Expressway No. 10, this parking lot provides 56 parking spaces for small-sized vehicles, with the aim of enhancing land use efficiency and satisfying the local parking demand. Chengguan Road Section Parking Lot under the viaduct of National Freeway No. 10: Built on idle land in front of No. 163, Chengguan Road, Renwu District under the viaduct of National Expressway No. 10, this parking lot provides 119 parking spaces for small-sized vehicles, with the aim of enhancing land use efficiency and meeting the local parking demand. Jhonglun Public Parking Lot: This parking lot is built on land reserved for the use of parking under the management of the Bureau at the intersection of Jhonglun 2nd and 3rd Roads in Fongshan District (across from Jhonglun Junior High School).  It provides 150 parking spaces for small-sized vehicles to improve the standard of living in the neighborhood and promote local development. Fongyang Public Parking Lot: This parking lot is built on land reserved for the use of parking, under the management of the Bureau at the intersection of Rueida Street and Rueijhih Street in Fongshan District.  It provides 37 parking spaces for small-sized vehicles and 21 for motorcycles, in the hope of providing the public with a well-planned parking location. Parking Lot in Cishan Living Cultural Park: Located at the intersection of Pinghe Road and Jhongjheng Road in Cishan District, this parking lot provides 23 parking spaces for small-sized vehicles, with the aim of increasing the parking turnover rate in areas near Cishan Lao Street and maximizing usage efficiency of the nearby parking space. Cingpu Public Parking Lot: To satisfy the parking demand arising from the local development, this parking lot is built on the land in front of No.70, Lane 50, Cingpu Street, Nanzih District which was reserved for the use of parking under the management of the Bureau.  It provides 39 parking spaces for small-sized vehicles and 16 for motorcycles. Chenggong Public Parking Lot: Located in Hanshin Department Store shopping district (at the intersection of Chenggong Road and Yunwun Street in Lingya District), it was idle land of the City Government; it has now been transformed into a public parking lot providing 34 parking spaces for small-sized vehicles, with the aim of alleviating the great parking load during holidays when people go shopping in Hanshin Department Store shopping district. Sanmin Park No. 2 Parking Lot: The Bureau was commissioned to renovate and operate this parking lot which is located in the new Hakka Cultural Park in the city, in the hope of improving the use of parking space and cutting down on random motorcycle parking in the park.  It provides 51 parking spaces for small-sized vehicles and 31 for motorcycles. Traffic control was implemented in tourist spots such as Shoushan Mountain, Sizihwan Bay, Fo Guang Shan Monastery, Cishan District, Meinong District and E-DA World during the Chinese New Year holidays, with the aim of providing the public with smooth traffic. Measures for the improvement of congestion tracing back to the Jhongjheng Interchange have been submitted to the Road Traffic Safety Supervisory Committee for discussion and adopted. It is planned to implement the pavement corner cut-off project and adjust the road type design. Plan to construct a transfer station at the core of the mountain city – Cishan, which in collaboration with express buses on the national highways and feeder buses may transfer passengers promptly. Hence, a 30-minute life circle around the Cishan, Meinong and metropolitan core may be built.
