Scooters banned from sidewalks to protect pedestrians’ right-of-way

1. Banning scooters from sidewalks around colleges and universities A ban on scooters from sidewalks around the 20 colleges and universities in this city was imposed on August 15, 2013 to encourage young students to walk and use public transport instead of riding scooters and help them understand the importance of and respect pedestrian’s right-of-way through personal experiences.

2. Banning scooters from sidewalks around teaching hospitals
To enhance the convenience and safety of people walking to a hospital for medical advice, the bans on scooters from sidewalks around the 14 teaching hospitals in the downtown area, including Kaohsiung Veterans General Hospital, Chang Gung Memorial Hospital, Kaohsiung Medical University Chung-Ho Memorial Hospital, Ta-Tung Hospital, United Hospital, Yuan's General Hospital, Kai-Syuan Psychiatric Hospital, Min-Sheng Hospital, St. Joseph Hospital, Hsiao-Kang Hospital, Zuoying Branch of Kaohsiung Armed Forces General Hospital, Jiannren Hospital, Tsyr-Huey Mental Hospital, and Kaohsiung Armed Forces General Hospital, have been imposed since February 2014.

3. The barrier-free walking environment along the urban roads of the city obtained a score of 93.32, which is the highest nationwide, in the assessment by the Ministry of the Interior. The ban on scooters from sidewalks achieved excellent performance. To efficiently promote and create a barrier-free walking environment along roads and sidewalks in the downtown area of this city, the Bureau has instituted paid scooter parking and banned scooters from arcades and sidewalks in a number of shopping districts where public transportation is convenient since 2012.

4. Amending the self-governance rules to regulate scooter parking On January 23, 2014, the Kaohsiung City Government Guidelines for Parking Management for Motorcycles and Slow Moving Vehicles were amended to regulate scooter parking. For the current sidewalks less than 3 meters wide in this city, the amended rules will be promoted and enforced at different phases in different areas due to insufficient clear width. The areas around the shopping districts, MRT stations and bus terminals in the downtown area will be among the first locations where the rules are enforced.
