Administration Principles

Based on the 2011 Administrative Guidelines for Kaohsiung City Government and in considerations of the needs of urban development, approved budget plan, and future administrative prospects, the Bureau has made the Administration Plan for 2011; its key points and major administrative goals are provided below:

Integrate bus and mass rapid transit systems by adding express bus lines and MRT shuttle bus services. In this way, each region will be connected, and a convenient public transportation network will be established. Thus, the goal of creating 30-minute living circles in the greater Kaohsiung area can be achieved. To shorten (or reduce) the distance between the urban and the rural areas, six regional transfer hubs will be established in Kaohsiung Train Station, HSR Zuoying Station, Cishan, Gangshan, Fongshan and Siaogang. These transfer hubs will connect public transportation and road systems, providing citizens with seamless transportation services.

Integrate access road systems to the Port of Kaohsiung so all the regions in the hinterland can be connected. Kaohsiung International Airport and the Port of Kaohsiung are regarded as pivot points and are leveraged to promote the development of the industries in the surrounding areas. All this helps Kaohsiung become the core corridor in the Kaohsiung-Pingtung area when it comes to industrial development.

Establish Kaohsiung’s back garden mass transportation system by adding rapid bus services on National Freeway No. 10 and tourist bus services. Continue to improve the environment of bus stops, establish the Dynamic Public Bus Dispatch and Information System, and implement reform of the City Bus Service Administration, to improve operation performance and overall operation efficiency.

Adopt advanced intelligent transportation information systems to increase the number of the interlinked intersections managed by the Traffic Control Center of the City, enhance the traffic information services, and improve overall traffic control efficiency. Replace all the diesel-fueled Love Boats with solar-powered tourist boats in order to re-position Love River as a “green” and “eco-friendly” channel. This will also reflect Kaohsiung City’s image as a “Sunny, friendly, and environmental-conscious” city.

Purchase amphibious tourist vehicles (“Duck Boats”). The routes for Duck Boats, Love Boats of the Love River, solar-powered tourist boats, and the Harbor Cruises will be integrated (or connected) in order to complete the river-ocean-harbor water route for transportation and tourism. Convert government-owned unused land lots into public parking lots, assist schools and organizations in areas where parking spaces are in high demand to release their legal parking spaces, and encourage citizens to build privately-owned parking facilities to ease the parking problems in downtown area. Continue to carry out the maintenance of traffic control facilities, replace traffic lights, signs, and marking, and adopt new technology and ideas in traffic management to provide better traffic control facilities for enhanced traffic quality and safety. Continuously establish parking racks for bicycles and encourage citizens to use bicycles as short-distance transport vehicles in order to ease the traffic congestion in downtown areas.

Outsource the operation of Fukang Bus to a capable and efficient private contractor to maximize the synergy in taking care of the basic needs of the handicapped citizens. Manage and supervise rapid transit business based on the Mass Rapid Transit Act and pertinent regulations. Help promote the ridership that involves public transportation and rapid transit and integrate the ticketing businesses of these two systems. Replace old and aged sight-seeing ferries with two newly built ones to enhance safety and service quality.

Work with middle and elementary schools in the greater Kaohsiung area and promote marine-themed field trips to the greater Tainan area and Pingtung, in order for the school-aged children to explore Kaohsiung. To provide citizens with convenient and safe parking facilities, parking facilities will be digitalized and modernized by upgrading parking ticket machines. Continue to work with convenience stores, cell phone providers, and online banking providers to provide citizens with convenient and diverse fee collection (e.g. roadside parking fee, fine for traffic violations) services. Continue to strengthen the function of the Traffic Safety Supervision Meeting of the City and dedicate more efforts to the supervision and review of the important traffic plans and issues as well as traffic order maintenance plans concerning all road constructions to reduce traffic impact and enhance traffic safety.

Continue to reinforce the penalty for violating the road traffic regulations and the prompt ruling of violation cases to accelerate the compulsory enforcement on the confirmed but unclosed cases, discover cases under disputes and in the procedures for administrative remedies, effectively reinforce the regulations concerning road traffic safety, and protect the rights of the users of public roads. Fully utilize social resources and expand the number of service locations of motor vehicle administration contracted to private institutes; continue to actively implement the public safety resolutions promulgated by the Executive Yuan and promote traffic safety.
